Dr. Isabelle de Lovinfosse

Isabelle is senior diplomacy adviser at Tara Climate Foundation, a regional regranting foundation that aims to accelerate energy transformation in Asia, providing support to a diverse network of over 250 grantees spanning across 13 Asian geographies. Based in Singapore, she leads Tara’s strategy on engagement with diplomacy channels.

Isabelle has over 20 years of experience on climate and energy issues across the academic, consultancy and government sectors. Before joining Tara, Isabelle worked with the UK Government, based in London then in Singapore in various roles; most recently as the head of Southeast Asia regional strategy during the UK COP26 Presidency, and before as senior policy adviser on a range of innovative climate policies (e.g. contracts for difference for renewables, industrial decarbonisation, carbon pricing). Previously Isabelle worked at leading consultancy companies in London on energy and climate policy design projects for public sector clients.

Isabelle holds a PhD in political science from the University of Louvain in Belgium; her dissertation focussed on renewable energy policy designs. Isabelle has remained active in the academic sector as an adjunct lecturer in Belgium, London and since 2020 at the Nanyang Technological University in Singapore teaching “”Energy and Environmental Issues”” in the RSIS MSc International Political Economy.

Isabelle is originally from Belgium but has been living and working abroad for the past 20 years in the US, UK and since 2018 in Singapore. She is a keen mountaineer and enjoys discovering the exceptional natural ecosystems of the region and sharing that passion with her children.
